The Early Childhood Commission (ECC) intends to apply a portion of the funds for elegible payments under the contracts for which this invitation is issued. Enterprise Partners (EP) is a wealth-creation programme under DFlD-funded Private Enterprise Program Ethiopia (PEPE), which aims to stimulate investment in the private sector and in doing so create jobs and increase household income As Ethiopia grows towards middle-income status, EP’s emphasis is to enhance the productivity and competitiveness of the private sector while improving the performance of the financial sector. EP, critically, works towards a growth that is inclusive of women and the environment, in line with the government's plans- PEPE, which runs from 2013-2020, is a programme implemented, in part, by a DAl-Europe led consortium for Enterprise Partners which includes First Consult, ITAD, include and BcaD. EP is soliciting proposals from all qualified Partner Banks who wish to be considered as a fund manager to provide investment management service for business development loan to local companies as described in Section 3 - Scope of Services. However, there is recognition that access to finance is hindered by demand-side deficiencies, compromising supply-side capital flow. EP would make available £1m in grant to a Partner Bank to establish a business development fund (BDIF) for Ethiopia-specific transformational value-creation effort The fund is to be used as a catalyst to overcome some of the developmental challenges that hinder local businesses from obtaining external equity capital from institutional investors- The Partner Bank makes available £2.5m in equivalent local currency (ETB) to be utilized by the same BDF borrowers deployed as a commercial loan under the Bank's own commercial terms and guideline this loan fund will be separately managed by the Partner Banks Commercial Loan Division.

Expression of Interests (EOI) for Selection of Technical Consultant-Brick (National)

The People's Republic of Bangladesh has received an IDA credit in the amount of US$ 62.2 million toward the cost of the Clean Air and Sustainable Environment (CASE) project implemented by the Department of Environment (DOE), Dhaka South City Corporation (DSCC), Dhaka North City Corporation and Dhaka Transport Coordination Authority (DTCA). The objectives of this assignment are to provide technical support to project implementation unit (PIU) of CASE for piloting energy efficient brick kiln technologies and regular monitoring of the implementation of pilot demonstrations at field level. In addition, the assignment requires that the consult-ant provide support to strengthen institutional and regulatory framework as well as the capacity of Department of Environment needed to emissions reduction and contribute to greening the brick making technologies in Bangladesh.
The summary Terms of Reference for the position require the consultant to carry out the following: Assist CASE/DOE in evaluating different energy efficient and environment friendly brick kiln designs developed by consultants, for identifying design issues and suggest improvements, if required; Facilitate implementation of the on-going pilot demonstration projects by consultants in the brick sector e.g. Conversion of FCK to Zig-Zag kiln, new Zig-Zag kiln and VSBK/HSBK; Undertake regular field visits to brick kilns under demonstration and report on progress; Provide support to the PM in organizing consultation meetings especially of Brick technical sub-committee, facilitating workshops and seminars and prepare minutes of the meetings; Contribute/draft the brick rules or other relevant rules and legislation; To support a team from CASE Project/DOE with background in energy and environment monitoring to verify the kiln outcomes: Energy efficiency, GHG, black carbon emissions, emission of other pollutants and working conditions of the workers engaged in brick manufacturing; Evaluate data on energy consumption and emissions of brick kilns under piloting and, support consolidate the collected information for suggesting brick emission standards; To oversee implementation of training programmes scheduled for the workers on pilot demonstration kilns (newly designed zigzag kilns from FCK (contract # S9a), Improved Zig Zag kilns on piloting (contract # S9a) and Horizontal Shaft Brick Kiln (HSBK- contract # 89) under different service packages to ensure efficient operation of the kilns; To monitor consultants‘ outputs in respect of service contracts (such as, S08a, S09a,S09) related to brick kiln pilot demonstration and apprise the PlU, Brick Technical Committee time to time implementation progress of the packages; Prepare periodic progress reports pertaining to implementation of brick demonstration projects, final report; Monitor contractual obligations of consultants' engaged in brick making technology transfer.
The Consultant shall perform the services for eight (8) months commencing tentatively from 1stApril, 2016 and continuing through 3oth November, 2016 or any other period as may be subsequently agreed by the parties in writing.

Consulting Services for Execution of the Evaluation of Legal Services Facility (LSF) Phase 1

The Secretariat of the Legal Services Facility (LSF) is inviting tenders from firms based in East Africa with extensive experience in the evaluation of basket funds, grant making, grant management and capacity building of CSOs. The LSF is a basket fund, presently funded by Danida and through DFID by UKAID, aiming to increase access to justice for all, in particular for women. It channels funding to organizations, which are providing legal aid and paralegal services which through these services assist individuals to claim their rights and redress grievances. The LSF works closely with the Government at all levels, development partners, legal aid providers, including paralegals, and other stakeholders.
The LSF promotes and protects human rights for all, particularly for poor women and other vulnerable groups. It enhances the quality of legal aid and paralegal services with a focus toward legal empowerment and presently funds activities in all districts of the country. We strive towards the Government assuming responsibility for recognizing and regulating legal aid provision, including paralegals, which will be formalized through legislation and institutionalized. Furthermore the LSF promotes and supports innovative approaches to legal aid. Capacity building of legal aid providers is another contribution the fund makes. Lastly, the Facility contributes to enhanced awareness about the role and importance of legal aid and paralegal services amongs public and private legal sector stakeholders.
Being operational since 2012 the LSF granted an amount of Tshs 18 billion to 51 grantees and 71 grants. LSF grantees ensure the availability of quality legal aid services, legal education and activities toward legal empowerment in the communities they serve. Paralegal units of on average 25 paralegals each are set up in 158 districts bringing the number of paralegals funded by the LSF to around 4,000. The overall objective of the evaluation is to assess whether and to what extent the LSF contributed to increasing access to justice for all, in particular for women, through promoting and protecting fundamental human rights of individuals and how this translates into recommendations for the second phase (2016-2020) of the program.
The specific objectives of the evaluation are to assess whether: Legal aid and paralegal services have been enhanced in quality and quantity, covering all districts of the country improving access to justice for the poor and vulnerable, in particular women; Government assumed responsibility for legal aid provision, incl. paralegals, formalised through legislation and institutionalised; Innovative approaches to legal services provision have been supported; Advocacy and legal skills of legal aid and paralegal service providers have been improved; Enhanced awareness has been created about the role and importance of legal aid and paralegal services amongst public and private legal sector stakeholders.

Expressions of interest (EOIs) – Team Members for Evaluation of FAO’s Country Programme

The Office of Evaluation of the Food and Agriculture Organization (FAO) is undertaking an evaluation of FAO’s cooperation in the United Republic of Tanzania during the period 2012-2015 and is soliciting applications from qualified experts for the positions of Team Members for the evaluation. The purpose of this evaluation is to assess results achieved in the implementation of the FAO-Tanzania Country Programme Framework (CPF), with the aim of strengthening the relevance and effectiveness of FAO’s interventions in the country and ensure maximum usefulness of the evaluation’s findings to the next CPF cycle.
The evaluation will cover the totality of FAO’s cooperation with Tanzania (mainland and Zanzibar) over the period 2012-2015. This evaluation will assess FAO’s strategic relevance in the country in terms of response to national needs and challenges within the areas of FAO’s mandate and comparative advantage. In addition, it will evaluate the strategic positioning of FAO in terms of partnerships, programme coherence, synergies with other development actors, and pursuit of UN norms and standards including gender equality and poverty reduction. The evaluation will also assess contributions made by FAO to national priorities in the areas of rural and agricultural development and capacities, with a focus on the three priority areas of the CPF, namely:
1. Promoting agriculture as a profitable business
2. Sustainable management of natural resources
3. Agricultural development planning and sector investment support
Duration of the evaluation process
The evaluation will take place from January - August 2016.
The tentative timeline is as follows:
(a) January – February 2016: Preparatory phase, including inception mission;
(b) February – April 2016: Main evaluation phase, including finalisation of ToR, in-depth studies and preparation of evaluation tools, main mission, preliminary debriefing;
(c) May – August 2016: Report writing, quality assurance and dissemination
OED is presently seeking 4-5 senior experts in one or more of the following sectors to undertake sectoral assessments and provide support to in-depth impact studies:
. Agricultural development planning, value chains, and sector investment support.
. Sustainable management of natural resources.
. Climate Change management, adaptation and mitigation including Climate-smart agriculture.
. Livestock economics and Fisheries and aquaculture development.
. Rural development.
