The
Public Procurement Administrative Review Board expelled a petition
against a key contract. The construction of the Sh327 billion ($3.7
billion) standard guage railway line (SGR) between Mombasa and Nairobi
is likely to get back on track.
The provision of consultancy services
for design review and construction supervision on the SGR project is
being questioned. As one of the bidders, Team Engineering SPA,
questioned the award of the tender to TSDI (The Third Railway Survey and
Design Institute Group Corporation) which led to a dispute.
Team Engineering had needed an
administrative review of the tender, basing its case on two premises:
that the procuring body, Kenya Railways Corporation had not briefed it
of the award to the winning tenderer and that the winning bidder had an
accord with the SGR’s contractor: China Road and Bridge Corporation
