CASA-1000
Pakistan, Afghanistan, Tajikistan, and Kyrgyz Republic have entered into an agreement for a new electricity transmission system to connect all four countries of Central Asia, South Asia called “CASA-1000”, which would help make the most efficient use of clean hydropower resources in the Central Asian countries by enabling them to transfer and sell their electricity surplus during the summer months to the deficient countries in South Asia. The CASA-1000 project would also complement the countries efforts to improve electricity access integrate and expand markets to increase trade and find sustainable solutions to water resources management.
The Kyrgyz Republic and Tajikistan are two countries in Central Asia endowed with some of the world’s most abundant clean hydropower resources with water cascading from the mountain ranges and filling the rivers every summer. Both of these countries have a surplus of electricity during the summer. Nearby in South Asia Afghanistan and Pakistan suffer from chronic electricity shortages while trying to keep pace with a fast growing demand for it. Pakistan cannot meet its citizen’s electricity needs especially during the sweltering summer months, leading to frequent power cuts that hurt industrial production, sometimes close small businesses, and lead to job losses. Meanwhile millions of people still live without electricity altogether.
The scope of work including but not limited to the Engineering, design, manufacturing, testing, supply installation and commissioning of the followings.
- 1300 MW convertor station at Sangtuda in Tajikistan
- 300 MW Convertor Station at Kabul in Afghanistan
- 1300 MW Convertor Station at Peshawar in Pakistan
- Repeater Stations at required locations for communication link through OPGW.
- Electrode Stations at Sangtuda, Kabul and Peshawar
- AC line bays in the existing sub stations (S/S) mentioned below.
In Tajikistan
- One number ICT bay at New Sangtuda 500 KV SS. (220 KV Yard at New Sangtuda 500 KV SS.)
- Supply, installation and commissioning of one 3x167MVA. One 220 KV line bayt and one 220 KV 500
Kv/220kv Transformer at Sangtuda(New HVDC Pooling point transformer bay at New Sangtuda 500 KV SS.
- 500 KV line bay at Sangtuda (New HVDC Pooling Point) One 220 Kv line bay at existing 220 KVSS.
In Afghanistan
- Two numbers 220KV AC line bays at existing Kabul 220 KVSS. Two numbers 220 KV line bays at Kabul
- (New HVDC Pooling point)
Two numbers 500 KV AC line bays at 500 KV Peshawar New SS for accommodating LILO of 500 KV AC tarbela Sheikh Muhammadi line.
In Pakistan
B. Operation and maintenance of the following for 15 years after successful commissioning
a) Convertor Stations Repeater Stations and electrode stations at A above.
b) Sangtuda Kabul –Peshawar _/600 KV HVDC line) Construction proposed under separate contract)
c) Electrode lines and Electrode stations at Tajikistan, Afghanistan and Pakistan.

Developing a strong economy with good jobs, modern infrastructure, proper social services, and inclusive growth requires a functioning electricity system. The CASA-1000 Project is an important step in building a functioning, efficient electricity system across. Central Asia and South Asia. By facilitating clean power export revenues for the Central Asian countries and by alleviating electricity shortages in the South Asian countries, this project will enhance growth prospects across both regions.
Realizing CASA-1000 will require strategic actions and a long-term vision, private sector and government participation, and the support of many partners. Ultimately, the realization of this ambitious project will deliver reliable, affordable electricity to parts of the world that desperately need it-in summer and winter. It will prompt inter-regional cooperation, investments in social services, and encourage community benefit-sharing. Most importantly, it will strengthen the economic and political development of the region.
The CASA-1000 Project will include:
- 500 KV AC line from DATKA (in the Kygyz Republic) to Khudjand (477 kilometers away, in Tajikistan)
- 1300 megawatt AC-DC Convertor Station at Sangtuda (Tajikistan)
- 750 Kilometer High Voltage DC line from Sangtuda to Kabul (Afghanistan to Peshawar (Pakistan)
- 300 megawatt Convertor Station at Kabul (with import and export capability)
- 1300 megawatt DC-AC Convertor Station at Peshawar
A high level inter-Government Council has been established to help make CASA-1000 happen and regional cooperation in the first phases of the project has been excellent. Through the Inter-Governmental Council, the countries are working together to make decisions about project implementation and operation, common policies and rules, and use consistent technical, safety, and environmental standards. They are also planning consultations with the public and a wide-ranging community benefit-sharing plan.
