Scope of work: The scope of the assignment entails: 
a) Review of the Commission’s enterprise risk management framework whilst:
i. Verifying the continued applicability of the Commission’s identified risks;
ii. Informing the Commission’s risk governance structure vis-a-vis best practices;
iii. Benchmarkingthe Commission’s ERM framework with ISO 31000 Risk Management Standard or other globally leading risk management standards.
b) Review the Commission Risk Management Charters;
c) Review the Commission’s Business Continuity Plan (including the ICT disaster recovery plan); and
d) Train the Commission members and management on ERM.
The following are the minimum qualifications for the consultant:
The Consulting firm must demonstrate that it possesses the knowledge. skills and other competencies needed to perform its responsibilities with due professional care.
The firm must have at least five years professional experience in carrying out enterprise risk management and business continuity planning services.
The firm must have adequate structure. staffing. facilities and financial standing to provide comprehensive services related to development and execution of the services.
The firm must have the requisite technical and professional expertise reflected in the qualifications and experience of the personnel who would be dedicated and available to the Commission.
Tenders must be submitted in plain sealed envelope clearly marked “Consultancy Service on Enterprise Risk Management” and deposited in the Commission’s Tender Box on or before Friday 5‘h February 2016 at 11.00 a.m.

Expressions of Interest for Providing Technical Advice to the Project Coordination Unit and Support Implementation of Early Grade Mathematics for GPE Primary Education Development (PRIEDE) Project

The Ministry of Education, Science and Technology has received financing from the World Bank toward the cost of the Kenya GPE Primary Education Development (PRIEDE) Project, and intends to apply part of the proceeds for consulting services. The consulting services (“the Services") which is primarily on providing technical advice to the Project Coordination Unit and support implementation of Early Grade Mathematics (EGM) and develop an implementation strategy for sustaining innovative numeracy methodologies in primary education. The technical advisor will be expected to develop capacity of the EGM Technical Team on design and implementation of the EGM activities. He/she will also be expected to develop, in close consultation with key stakeholders, an implementation strategy for sustaining numeracy methodologies.The assignment is a 3-year contract beginning February 2016,primary location being Nairobi but with regular travels to EGM implementation sites in the Counties,Sub-Counties and Zones.

Expressions of Interest (EoIs) for Technical Inspection of Domestic Biodigesters in Kenya

The Kenya Biogas Programme, operated under the ABPP, requests for Expressions of Interest (EoIs) for technical inspection of domestic biodigesters in Kenya. Selected parties will receive a training in bio digester technical inspection. will sign a code of conduct and will receive a Quality Service Provider (QSP) certificate from the programme. Scope of work : QSPs will inspect biodigesters in their working area as directed by the Kenya Biogas programme according to a detailed inspection protocol.Where inspection takes place with the constructing agency present. on-site a instruction (where relevant) may be part of the assignment. Expected output from the inspection. shall be a submission a Q-report -consisting of GPS location. pictures. inspection report and narrative- to the Kenya Biogas Programme.
Inspection time : A single inspection will require between 2 and 4 hours on-site work.
Area of work : QSPs will be selected for a designated working area.
Volume of work : Contracts will be allocated in units of 20 inspections, and will be renewed following demand in the sector and assessment of the quality of inspection and reporting.
Tools : For proper inspection. a basic tool kit (including among other measuring tape. measuring rod, water level. pressure meter. air pump) is required. Reporting will be based on a dedicated mobile app for which an Android smart phone or tablet is required. Selected applicants are expected to purchase the basic tool kit and smart phone themselves.
To qualify. interested parties shall meet following criteria:
- Ethical: Successful applicants show no evidence of fraudulent, deceptive, misleading or insidious behaviour and subscribe to the code of conduct for the Kenya Biogas Programme.
- Technical: Successful applicants have a good knowledge of biogas technology (to be established with an entrance test). and a sound construction record (in number and quality) over past 2 years
- Quality: Successful applicants express proper understanding of quality management in the sector and show behavioural competences. combining quality management with on-site instruction
- Successful applicants are registered as biogas companies or biogas consultants.
