The documents for the RFP are available from the office of Grid Solar and Energy Efficiency Project (GSEEP), Distribution and Consumer Services Department, Nepal Electricity Authority during office hours upto February 11, 2016 to the authorized representative of the above mentioned firms upon submission of a written application in the name of GSEEP, NEA.
The selection process will be under the Quality and Cost Based Selection (QCBS) method and procedures as described in the RFP.
The proposals need to be submitted in two separate envelopes marked “Technical Proposal” and “Financial Proposal" and the dead line for submission of the proposal is 2nd February 2016 at 13.00 hours local time. Onlt the Technical Proposal will be opened at 14.00 hours on the same day in the presence of bidders and their representatives who choose to attend..
All costs incurred by the bidders will have to be borne by the bidders.
GSEEP. NEA reserves the right to accept or reject any or all of the proposals, partially or fully, or annul the entire tendering process without giving any reason whatsoever.

Review of application of Gender Equality and Social lnclusion (GESI), Embassy of Switzerland in Nepal

The Embassy of Switzerland in Nepal has invited proposals from consultancy firms with expertise in Gender Equality and Social Inclusion (GESI) to lead the initiative of the Social Inclusion Action Group (SIAG) to review the status and application of Gender Equality and Social Inclusion in Nepal and to prepare the framework leading to seamlessly making operational the concept of GESI.

The International Development Partner Group (IDPG) under its Social Cluster has SIAG as one of its working groups. SIAG was founded in 2005 to provide strategic advice and support on GESI both to the partners in its development and also to the Government of Nepal. It role is two pronged viz: as a centre for learning and competence and as a mechanism for coordinating between the development partners in social inclusion. The SIAG has been co-chaired by the Embassy of Switzerland and the UN Resident Coordinator's Office since 2012. Multilateral agencies, embassies, development agencies, and Association of the International NGOs, including a management consulting firm are the members of SIAG.
The prime objective of this project is to understand and identify how the government, it development partners and the international NGOs are mainstreaming the application of the concept and approach of GESI in Nepal, analyse the institutional gaps for the mainstreaming, define the desirable framework prepare the roadmap for the effective mainstreaming of GESI.
The selected consultant will be supported strategically by an international GE SI expert to design the methodology and its implementation. The SIAG secretariat (the Embassy of Switzerland) and the executive committee of SIAG will assist and coordinate with the consultant on the operational level. The project is scheduled to begin in March to be completed by May 2016, spread over a period of 30 working days.
For prequalification for this contract, the selected GESI expert should have prior experience of working on GESI issues in Nepal, experience in review and analysis of GESI issues at all levels including policy, development programs and organisations. The consultant must also be familiar with the government and its development partners in Nepal. The details of the terms of reference are available at the Embassy of Switzerland in Nepal.
To establish the credentials and eligibility to qualify for this assignment, the consultant from Nepal will have to submit One (1) page detailing his/her academic qualifications, Two (2) pages elaborating his/her experiences in GESI analysis and publications and two (2) pages on the proposed methodology and organization of tasks to be applied for the assignment. Thus a total of five (5) pages for the above information along with the per day consultancy fees with an updated CV have to be submitted. The dead line for the submission of the proposal is 1700 hours on Friday, 29 January 2016 and to be delivered to Deputy Head of Mission, Embassy of Switzerland in Nepal, Manbhawan, Lalitpur, Nepal
The result of the proposal selection process will be notified to all applicants by Tuesday, 16th February 2016 from the Embassy. The Embassy reserves the right to cancel the bidding process without giving any reasons.

The development of the Master Plan will take into account the review and consolidation of all existing studies/maps/reports carried out by the MOE&P and also by carrying out of comprehensive studies in the other areas not covered by MOE&P among them biomass for power generation, cogeneration and waste to energy with an aim of coming out with clear and verifiable national renewable energy development targets in the short, medium and long term periods for an optimal energy mix.

During the preparation of the REMP, it was not possible to

The target focused on preparation of specific contributions in selected areas harmonized with on-going activities of MOE&P and other stakeholders. So far the Ministry has been able to carry out several renewable energy studies in the areas of biomass, solar, wind, small hydro and the on-going study on renewable energy resource assessment in 44 counties in Kenya. Studies in biomass for power generation, co-generation and waste to energy are yet to be carried out. REA intends to procure consulting services for carrying out the studies and developing a comprehensive National Renewable Energy Master Plan (NREMP) taking into account each of the counties in the country.
RURAL ELECTRIFICATION AUTHORITY (REA) now intends to solicit expression of interests from consulting firms through this tender NO. REA/2015-2016/EOI/42. The services to be carried out by the consultant shall include but not limited to the following:
(i) Carry out comprehensive studies and mapping of all the renewable energy areas not covered by MOE&P among them biomass for power generation. Co-generation and waste to energy.
(ii) Review and consolidate all renewable energy studies/maps/reports carried out by MOE&P among them solar, wind, small hydros and the on-going study on renewable energy resource assessment in 44 counties in Kenya.
(iii) Using the outputs of (i) and (ii) develop a comprehensive NREMP taking into account all the 47 counties.
The duration of the assignment is a maximum of eighteen (18) months. Consultants may associate with other consulting firms to enhance their qualifications. The consultant will be selected in accordance with the Public Procurement and Disposal Act, 2005. Expression of Interest for Provision of LPG Compliance Inspection Services

The Energy Regulatory Commission (ERC), Kenya is established under the Energy Act, 2006, as the energy sector regulatory agency with responsibility for economic and technical regulation of electrical power, renewable energy and downstream petroleum sub sectors. ERC wishes to engage the services of a competent firm to carry out inspection of facilities dealing in Liquefied Petroleum Gas (LPG) for legal compliance. The scope of services required will include but not limited to the following:
1. Inspection of LPG filling facilities.
2. Inspection of LPG wholesale and retail sites and inspection of retail sites for licensing conditions.
3. Random inspection of LPG transportation tankers and inspection of tankers for compliance to licensing conditions.
4. Accident and incident investigations and reporting of all LPG related accidents and incidents.
5. Environmental Impact Assessments (EIA) for LPG site visits to ascertain compliance to Kenyan Standards.
The initial contract will be for duration of two (2) years with a provision of extension for a further period of one (1) year based on satisfactory performance and operational requirements. Interested firms shall be required to provide information indicating they have the necessary qualifications (15 marks), capability (30 marks), experience (20 marks), resources (10 marks), equipment (15 marks) and facilities (10 marks) to undertake inspection of facilities dealing in
LPG for legal compliance. The minimum score will be 70%. Such information may include brochures, description of similar assignments, and experience in similar conditions as well as availability of appropriate skills among staff.
