Information and Communication Technology Agency of Sri Lanka (ICTA), the apex Government Agency which has been mandated to take all necessary measures to implement the Government's Policy and action plan in relation to ICT development in the county. The ICTA has embarked on a series of ICI' development initiatives for the implementation of digital infrastructure solution and other project across multiple sectors.

The project, 'Electronic Health Record System in Sri Lankan Government Hospitals' aims at improving the quality, safety, efficiency and effectiveness of health care service delivered by government hospitals through establishing Electronic Health record systems. This project has already commenced the implementation in selected government hospitals and its target is to implement Electronic Health Record System in 300 government hospitals by end of 2018 including National Hospital, 'leaching Hospitals, Provincial General Hospitals, District General Hospitals, Base hospitals and selected Divisional Hospitals.

As an integral part of the MCA system, Tam has planned to conduct a baseline survey to identify necessary variables and gather relevant and appropriate baseline data and information in relation to existing situation of the project in specific areas. Hence this assignment is to develop a comprehensive baseline understanding and generate evidence based knowledge on the existing situation of health care delivery system in selected government hospitals.

ICTA, now invites Expressions of Interest (EOI) from eligible consultants (firm) that are willing to undertake this assignment. EOI must include requested information as specified in the "EOI information Form' along with the documentary evidence in support of core business and years in business, financial business, administrative strength, qualification in the field of assignment of a similar nature and complexity, technical and managerial organization of the firm, technical capabilities and appropriate skills of key staff of the organization and other relevant information.

Consultants will be selected in accordance with the procedure set out in the government guidelines: Selection and Employment of consultant and the Quality and Cost Based Selection method shall be used. All interested parties are informed that all documents should be issued in English language.
