The
Rural Electrification Board of the Ministry of Energy and Mineral
Development has received financing from the World Bank towards the cost
of the Energy for Rural Transformation Phase Three -ERT Ill (Uganda) and
intends to apply part of the proceeds for consulting services described

The Consulting Services (”the Services") include Construction Supervision and Project Management for ERT Ill Grid Extension Projects in
Kiganda~Mile 16 with Tee-Off to Katabalanga 6 Kibyamirizi and
Ruhumba-Kashwa with Tee-Off to Rwebishuri (232m). The Construction
Supervision shall run for Fifteen (15) months, Project Closure for One
(01) month and Defect Liability Period (DLP) of Twelve (12) months.
The Rural Electrification Board of the
Ministry of Energy and Mineral Development now invites eligible
consulting firms (“Consultants") to indicate their interest in providing
the Services. Interested Consultants should provide information
demonstrating that they have the required qualifications and relevant
experience to perform the Services.
a. Legal Status of the firm evidenced by
memorandum and Articles of Association, Certificate of Incorporation or
Registration and details of the firms Directors. Firms expressing
interest alone Or in a Joint Venture should submit legal documents
required above for each member.
b. Consultant's specific experience:
Demonstrator» of at least 3 (Three) assignments in Project Management
and Construction Supervision of transmission/distribution overhead lines
and installation of associated distribution transformers executed in
the last 5 (Five) years of 2015, 2014, 20 I 3, 2012 and 207 I that are
similar in nature, size and complexity to the assignment in this
procurement.
c Availability of appropriate skills/expertise among the consultant’s personnel including:
- Electrical Power Engineer (2No)
- Powerline Surveyor (2No)
- Clerk of Works (2No.)
- Environmental Specialist (1No.)
- Social Expert (1No.)
d. Experience in similar conditions (Working experience in Sub-Saharan Africa)
The attention of interested Consultants
is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and
Employment of Consultants [under IBRD Loans and IDA Credits 5 Grants] by
World Bank Borrowers January 2011 ("Consultant Guidelines”), setting
forth the World Bank's policy on conflict of interest.
Consultants may associate with other
firms in the form of a joint venture or a sub-consultancy to enhance
their qualification. The type of association whether a joint venture or a
sub consultancy should be clearly indicated in the Expression of
Interest.
