Expression of Interest for International Inspection Companies for the Provision of Quality Control Services by Investment Development Authority of Lebanon (IDAL)"Agri Plus" Program, Republic Of Lebanon. 1. "Agri Plus" is the development of agricultural exports program launched by the Lebanese Government through the investment Development Authority of Lebanon" (IDAL), based on the decision No: 33 dated September 14, 2011. The program develops the Lebanese agricultural exports by granting exporters financial incentives, taking part in local and MematIonal trade fairs, encouraging the modernization of packaging and storage houses, conducting market studies aimed at identifying potential export markets, and conducting different promotional and marketing activities.
2. IDAL Intends to procure the services of two 9) internationally recognized Inspection Companies (ICs). The assignment involves the provision of quality control services for the control of the origin. Quality. packaging and quantity of the produces destined for export under "Agri Plus" Program as well as its conformity with the Lebanese and importing countries regulations in addition to the decisions of IDAL The duration of the services shall commence on May 1, 201 B, and terminate on June 30, 2017.
3. IDAL invites proposals to provide the following Services: 'Quality Control Services'. More details on the services are provided in the attached Terns of Reference.
4. Interested Inspection Companies must fulfil the following eligibility criteria:
(a)At least 5 years of relevant international experience in implementing similar assignments at International levels (Arab world, EU countries and other regions).
(b) Affiliate of a well-recognised international Inspection Company.
(c) Adopt an internal 0A/OC plan for their operations
(d) Presence of a Lebanese company registered at the commercial register or a Branch office in Lebanon registered at the Ministry of Economy and Trade and at the Commercial Register.
(e) Presence of official representation offices in Arab and EU countries.
5. The Bidding Document Includes the following documents:

Section 2 - Terms of Reference
Section 3 - Standard Contract Agreement
6. Interested Inspection companies/ offices can get the tender documents from IDAL (address shown below), at the Chairman office, from April 7, 2016, till April 22, 2016 during the time period between 9:00am. and 1:00 p.m , for a check worth /1,000,000/L.L. (Only one million Lebanese pounds) mode out for the Investment Development Authority of Lebanon, IDAL.
7. A firm will be selected under the method described in the attached Terms of Reference. The completed Technical and Financial Proposals must be delivered at the address shown below on or before 10:00 AM Beirut time on April 22, 2016. Any proposal received after the closing time for submission of proposals shall be rejected and will be returned unopened.
8. The bid evaluation committee will open the proposals publicly, at 11:00 and on Apri 22. 2016 in the presence of the members WC the comprise representatives who choose to attend.
