The Ministry of Telecommunication and Digital
Infrastructure (MIDI) has been established especially to address the
requirements for making Sri Lanka a digitally empowered nation. In order to do
so, MTDI has been assigned with the specific functions such as promotion of
digital literacy, assisting the public sector organizations in adopting
appropriate ICT solutions for promotion of productivity and efficiency. Tendersontime, a leading

Accordingly MTDI has been mandated to implement
innovative digital initiatives for fulfilling the above functions.
Since the citizen interactions with grass root level
government officers are vast due to the routine services offered by them MTDI
decided to initiate a project to improve the efficiency of duties carried out
by Grama Niladharis for better service delivery. The project has been named as
eGrama Niladhari (eGN) Project.
eGN project has been initiated in collaboration with the
Ministry of Home Affairs. The Project will focus on enabling the Grams
Niladhari to enhance his/her official activities by using an ICT system which
would work on Household database and provide easy-to-use facilities to provide
most needed citizen services. The system should finally be integrated with
other government systems which need the assistant of Grama Nildhari to complete
their functions. Based on these requirements MIDI intends to engage a software
development service provider (firm) to develop and commission the eGN project
and provide support and maintenance services.
The MTDI intends to implement a project for testing the
above concept in 2016, further develop the solution and roll it out to all GN
divisions in 2017 and 2018. This procurement is only limited to develop, deploy
and provide support and maintenance services for eGN pilot solution to Grama
Nildhari officers in four (4) DS divisions.
MTDI now invites Expressions of Interest (FANS) from
eligible software development service providers (firms) to take up the
implementation of this solution. Interested consulting firms must provide
information indicating that they are qualified to perform the services (core
business and years in business, qualifications in the field of the assignment,
appropriate skills and expertise, technical and managerial organization of the
firm, general qualifications and number of key staff, previous experience in similar
conditions etc).
The "EOI Information Form" is now available and
the interested parties may obtain the form at the office (at working days
within 09:00 to 15:00 hrs) and the website of MIDI. All information requested
in the "EOI Information Form" should also be provided by the software
development service providers (firms).
Consultants will be selected in accordance with the
consultant qualification selection procedures set out in the GOSI, Guidelines:
Selection and Employment of Consultants. All interested parties are informed
that all documents should be issued in English language.
