The Ministry of Transport and Civil Aviation intends to explore the feasibility of constructing a new railway line from Maho to Puttalam which will be approximately 64 kilometers in length. The line is expected to deviate from a suitable point near Maho Junction on the Northern Line and will link, Puttalam on the Puttalam Line. The main focus in planning for the new line is the potential for coal transportation from Trincomalee Harbour to Puttalam Coal Power Plant. In addition, the line will provide connection at some nodal points in the Kalpitiya peninsula for enhancing tourism, agricultural development and for providing passenger and freight transportation for the people of the North Western Province. The study will examine the current and future demand for passenger and freight, determine the most appropriate lay out and technical requirements to meet the expected demand and also to provide a detailed costing for completing the construction of the line. The aim of the feasibility study is to conduct a detailed analysis of built environment, engineering requirements and the demand for usage of the line for passenger and freight, economic and financial modelling, land use and environmental planning issues.

The Ministry of Transport and Civil Aviation intends to invite Expressions of Interest (EOIs) from eligible Consultants (Firms) that are willing to undertake this assignment. EOI must include requested information as specified in the "EOI Information Form" along with documentary evidence in support of Core business and years in business, Technical, Financial, Business and Administrative strength / standing, qualifications in the field of assignment, experience in carrying out assignments of a similar nature and complexity, Technical and managerial organization of the firm, Technical capabilities and appropriate skills of key staff, available equipment of the organization and other relevant formation.

Consultants (Firms) will be selected in accordance with the procedures set out in the Government Procurement Guidelines: Selection & Employment of Consultants. All interested parties are informed that all documentations shall be in English Language.
